If you are responsible for placing orders for data cabling projects on construction sites you need to know about the CDM Regulations, even if your contractor is taking care of it for you. The Regulations are primarily concerned with health and safety and they clearly lay out the responsibilities of every party involved including the client, designers, project managers and contractors. If you don't carry out your responsibilities you can end up in court so I recommend you go to www.hse.gov.uk and spend £15 on the 120 book "Managing health and safety in construction" ISBN 978-0-7176-6223-4.
